Has Joho settled on Shahbal as successor? – Weekly Citizen

Mombasa county succession politics has begun in earnest with Governor Hassan Joho embracing his former bitter foe Suleiman Shahbal. Recent events suggest Joho may have settled on Shahbal who was his main challenger for the much coveted governor’s seat in 2017 on a Jubilee party ticket as his preferred successor with blessings from ODM leader Raila Odinga. Raila has since hosted Shahbal twice in Nairobi and vice versa. The return of the Mombasa gubernatorial loser into Mombasa county political limelight has poured cold water into Joho’s succession battle. This was evident when Shahbal donated assorted food he claimed was from Raila to Mombasa county emergency response committee on corona virus co-chaired by Mombasa county commissioner Gilbert Kitiyo and Joho. Mombasa deputy governor William Kingi avoided the function despite attending two other functions where he presided over and during Joho’s media briefing on the same day and at the same venue at the governor’s media centre.

Kingi skipped Shahbal’s handing over of the corona relief donation with county speaker Aharub Ibrahim Khatri also keeping his distance. From the body language, they were not happy with Joho’s former political rivals being given preference to succeed him yet they have not been part of Nasa’s formation. Before the drama unfolded, Kingi was left to preside over food donations from other organisations and individuals towards assisting county residents and families economically affected by the corona virus bug.Last month, Shahbal became one of the beneficiaries of Uhuru Kenyatta and Raila’s handshake after he was awarded a tender to uplift and renovate county estates. The development of the estates is to cost Sh2 billion and, 2000 families are expected to be evicted at any time when they are served with notices. But it is the same new owners who had moved to court to oppose the project who have now given it a go-ahead. The move comes after the architect of the project pulled out.

This new development was revealed during a joint exercise of disinfection of houses as a measure to curb the spread of the corona virus in the county. Shahbal who now wears a new hat from being Joho’s critic to his ally has been showering praises on him for his development projects in the county. He assured his former political rival of his support against the pandemic in the county during a brief ceremony at the launch of the project which was snubbed by Joho’s allies who had just after attended his earlier function at his office. Shahbal announced he will donate four ventilator machines to the county government apart from jointly funding a disinfection spray booth project. Joho on his part extended an olive branch to his other bitter political rivals to join him to defeat the deadly virus. The housing scheme project has thrown Joho’s succession race into disarray with potential frontrunners being forced to go back to the drawing board. The governor’s political adviser Idris Abdulrahman has been seconded to oversee the project.

Ali Mbogo

Even though Joho has not yet gone public about his preferred successor, his body language is such that the likes of Kisauni MP Ali Mbogo, his deputy William Kingi and Khatri among other pretenders to the Mombasa governorship seat stand no chance. Mbogo who was elected on a Wiper party ticket had abandoned William Ruto’s Tangatanga faction and embraced Joho in the hope that the Sultan would endorse his candidature at the hour of need. However, since the romance between Joho and Shahbal blossomed from the start of the corona virus pandemic, Mbogo seems to have been politically wounded and is nowhere to be seen. Mbogo’s abandonment of Wiper leader Kalonzo Musyoka after the elections is bound to negatively impact on him in the next general elections as Wiper supporters in Mombasa have vowed to avenge at the ballot.

Hassan Omar

Shahbal has been keen to work with Raila as evidenced by the overzealous manner he has been sharing photos he takes with the opposition leader. On the other hand, Raila wants Shahbal on his side to disable DP Ruto’s political prospects in Mombasa politics as there would be no other serious contender with resources on the other side capable of penetrating the port city. Former Mombasa senator Hassan Omar who is one of Ruto’s political advisers has lost political clout in the port city politics due to his long absence from social activities in the county. Many even think he has quit politics. Political observers also think Tourism CS Najib Balala will not be able to successfully challenge Shahbal for the governor’s seat if he has the support of Raila and Joho. Balala had initially mended fences with Joho but there are claims of fallout over the Mama Ngina water front renovations that allegedly saw individuals pocket millions of shillings in kickbacks.

Management wars rock Kitale ADC – Weekly Citizen

Power struggle at Agricultural Development Corporation has led farm operations this season to grind to a halt in most parts of Rift Valley. ADC is the major producer of maize seed in East and Central Africa on behalf of Kenya Seed Company. Following these incidents, the minister of Agriculture Peter Munya has appointed Mohammed Bulle as acting managing director of ADC with effect from April 14 2020 for a period of three months or until the post is filled substantively whichever comes early. “Following the recent court order restraining ADC, servants and agents from interfering with the peaceful performance of duties by the former managing director of ADC, I wish to clarify and state that, despite the existence of this court order, the employment contract of the former MD expired and as such, this court order cannot purport to extend the former MD’s term outside his contractual period,” the minister said in a letter written acting managing director Bulle and dated on April 14, 2020.

This has come at a time when sacked former managing director Richard Kipkoech Aiyabei is struggling to be reinstated by the Ministry of Agriculture after obtaining a court order. However, the court order was rejected by the board of directors led by board chairman and immediate former Baringo governor Benjamin Cheboi arguing that the former MD’s contract had expired on March 13, 2020. “The contract of this man Aiyabei expired and he has no business in ADC,” the chairman told the press in Kitale. “The chairman of the board is hereby directed to ensure that there shall be no hand over whatsoever and that the former MD be restrained from accessing any company premises without the formal express authority of the acting MD,” Munya’s letter said in part.

Local seed farmers led by Robert Maikuma and Jacob Werunga staged a peaceful demonstration at Sabwani ADC farm in Endebess where they condemned the former MD accusing him of sabotaging farm activities this season. They warned him to keep off ADC affairs and give the current management time to operate peacefully. “ADC is not a bedroom of one community being appointed to the top seat. Let even a Somali be the MD,” the two said and asked Munya to appoint Bulle as the new MD and forget about Aiyabei. Aiyabei’s tribulations started September last year when the board sent him on compulsory leave following alleged fraud of Sh4.5million said to have been paid to a contractor without the approval of the board. The board then in a letter to the Director of Criminal Investigations asked for investigations into the loss of Sh4.5 million being public funds by the corporation.

Mohammed Bulle

In a letter dated May 11 2020 the DCI wrote to the managing director of ADC saying they are “investigating a case of alleged fraud in respect to your complain letter MD/11/C/MB”. “To facilitate timely completion of the investigations, kindly make arrangements of the underlisted staff who were involved in the transactions in different stages to record their statement as from May 25 2020 to May 29, 2020,” the letter from DCI said in part. The staff who recorded the statement included Sarah Ngere in charge of budget preparation, Morris Adwati, signatory, Jonathan Keittany, in charge of the internal audit department, Josiah Mutuku, cashier and Gerald Maina, custodian of procedure of making payments. Last week, Aiyabei’s efforts to take over his former office were resisted by security and hired goons who ejected him out of the office at the development house. He refused to comment over the matter when we reached him for comment.

Kalonzo schemes to take back Kitui governor seat – Weekly Citizen

Wiper party leader Kalonzo Musyoka is secretly scheming to win back Kitui governor’s seat held by his political rival Charity Ngilu. The incumbent Ngilu floored Kalonzo ally former governor Julius Malombe on a Narc party ticket. Ngilu who had by run-up to 2017 election mended fences with Kalonzo capitalized on her populist politics and experience to win the seat in Kalonzo’s home county. Ngilu also utilized the infighting in Wiper party pitting former senator David Musila and Malombe that had split Wiper support in the county to clinch the seat. However, matters are bad for the governor especially that she broke ranks with Kalonzo on several occasions. Kalonzo has vowed to end her political career and is seriously packaging his candidate with word that he is still stuck with former governor Malombe to face Ngilu in 2022.

Julius Malombe

In the last polls, Kalonzo’s headache was how to manage both Malombe and Musila who were his lieutenants and were fighting for the Wiper ticket. The chaotic nominations which saw Musila decamp from Wiper and contest as an independent candidate played to the advantage of Ngilu. The Wiper nominations fiasco which ended up with Malombe clinching the ticket revived the Kitui-Mwingi rivalry that dates back since independence. Musila who hails from Mwingi consolidated the Mwingi votes with both Ngilu and Malombe sharing the populous Kitui votes. Ngilu who had served for long as Kitui Central MP galvanized the Kitui votes against Malombe who had no early political experience. Malombe’s undoing was that he was poor in political messaging and lacked charisma as compared to Ngilu. However, he was credited with a sound development record. His development record still stands today, with voters yearning for his return.

Makali Mulu

Ngilu who is facing hostility from Kitui voters is blaming Kalonzo for her woes. She is at war with MCAs majority who are from Wiper party. The MCAs accuse Ngilu of overseeing blatant theft of county resources by her cronies and mostly relatives who control multimillion tenders in the county. Ngilu is also accused of favouring companies associated with his son-in-law in doing works in the county with the majority being paid for work not done. The onslaught by MCAs is getting out of hand with the recent action were the county leaders refused to approve Ngilu’s list of nominees for county public service board. The governor blamed it all on Kalonzo but the MCAs stuck with their decision and blamed Ngilu for engaging in sideshows. Those following Kitui politics say it will be hard for her to defend her seat and win comfortably now that Kalonzo has sharpened his daggers.

Kiema Kilonzo

The county boss apart from Kalonzo, has also fallen out with all Kitui MPs for failing to involve them in matters concerning the county. The MPs are busy campaigning for her ouster come 2022. As 2022 politics shape, already candidates are laying ground for the contest. Apart from Malombe who has Kalonzo blessings for the seat, others eyeing the same post are Kitui Central MP Makali Mulu and Kenya’s envoy to Uganda Kiema Kilonzo. Makali who is a two-term Wiper MP is a loyal Kalonzo ally and is keen on making a stab at county politics. However, his undoing is that he is yet to build strong county networks as compared to Malombe who served as a governor. Kiema who has declared interest ran for the county seat in 2013 but lost miserably to Malombe.

David Musila

His loss was attributed to his choice of the wrong party, which was hard to sell in Kitui county by then. He ran on a Jubilee ticket. He is now believed to be warming back to Wiper in preparation for 2022. However, his undoing is trying to build trust with Kalonzo whom he has betrayed just like Ngilu by decamping from Wiper. The shrewd politician is also caught up with envoy duties in Kampala and according to sources, he lacks time to revive his old networks after spending nearly seven years out of active politics. Kalonzo’s word will likely carry weight and whoever will win his support will be almost near the seat. Musila who defected from Wiper has quit politics due to age, according to sources.

Details of Senator Maina secret Nyeri golf talks emerge – Weekly Citizen

A thick cloud has engulfed Nyeri county political landscape following a marathon meeting between Senator Ephraim Maina, the besieged deputy governor Wanjiru Karugu and Kanu activist Cathy Irungu at the Nyeri Golf Club. Impeccable inside sources intimated that three items on the agenda of the meeting included rebranding Kanu in Mt Kenya region and giving the dilapidated Kanu branch office a multimillion facelift with a view to implement party headquarters’ proposal to uplift the status of the office to serve as Mt Kenya region headquarters of the independence party as well as injecting new blood in the leadership of the political outfit ahead of 2022 transitional polls.

Wanjiru Karugu

Sources further said the meeting proposed on the methods to form a team that would be entrusted in constituting lineups on five electoral seats in the devolved unit ahead of the forthcoming general elections. It is noteworthy that Maina has already declared interest to contest the Nyeri county gubernatorial seat come the 2022 polls. Others who have done so include Wamahiu wa Kiongo, Steve Gachie who is also the deputy CEO of Mater Hospital in the city’s Mariakani area, Njoroge Wainaina, Mary Kabiru, William Wahome, while the second governor of Nyeri county Samuel Wamathai is under pressure from his supporters to declare interest for the seat ahead of the forthcoming elections but he has remained non-committal on the issue.

Maina differed with Governor Mutahi Kahiga over numerous outstanding political issues despite the fact that he mentored the governor into active politics even getting moral and material support from him. The secret Nyeri Golf Club meeting between the trio, took place barely two months after Kanu chairman Gideon Moi hosted 2000 delegates from Mt Kenya region at his Kabarak home in Nakuru county. The delegation was coordinated by Maina, Nyeri deputy governor Wanjiru Karugu, Kanu activist Cathy Irungu, Kanu officials Njung’e Mukirai and Kennedy Wainaina from Kiambu and Murang’a respectively. Before the main meeting kicked off at the lawns of the Kabarak home, Nick Salat, John Muya from Nyeri and the host Gideon held a brief closed-door meeting over a cup of tea while other delegates were served with tea on the gardens.

Cathy Irungu

Drama ensued at Kabarak when the chance came for Nyeri delegates respectively, which of course the protocol demanded county Kanu chairman Karanja wa Njeru to address the gathering, but the master of ceremony Mukirai to Nyeri delegates consternation asked Muya to come forward and make his speech thus bypassing wa Njeru but his supporters shouted Mukirai down in deep anger saying tumekataa (we reject that) but in fear of the incident turning chaotic, party secretary-general secretary Salat consulted Gideon and the former asked wa Njeru to take the podium. It has been authoritatively established that bad blood between Kahiga and his second in command Karugu emerged long before the latter plunged into Kanu activism over alleged insubordination and displaying gross defiance.
