Governor Kivutha Kibwana wife loots  Makueni county millions – Weekly Citizen

In March 2019, the Office of the Auditor General, named Makueni County Government  leading in terms of use of funds and development.

Already,votersfrom thecounty havewritten to the Directorate of Criminal Investigations (DCI) to investigate theft of public money by County cartels under Governor Kivutha Kibwana.The governors wife and county First Lady name features in the multi-millions scandals.The scams involves:

Thwake Bridge –It is  a proposed bridge acrossing Thwake River to connect Muvau and Kalawa Wards in Makukeni County.

The project was funded by the County Government between 2015 to 2017 financial year budget to a tune of Kshs. 220 Million.

It was contracted to Prime Quantifiers Limited Company owned by Mr. Paul Matheka.It has emerged, Matheka  undertakes major projects of county like email Bus Park and headquarters renovations and heavily bankrolled Kibwana 2017 reelection to a tune of sh 30million donation.It is now Matheka to get back his fortune during Kibwana final years in office hence taking all lucrative tenders at will.

The company constructed only seven (7) pillars clearly visible across the river and was paid a total of Kshs. 220 million in Jul – August 2018. A single concrete pillar costed over shs. 30 million.

. Water Drilling Rig – Records shows it was directly imported from India by the County Government contrary to procurement regulations.

Further details reveals that a company by name Biomax was paid for the equipment and duty paid.

Over shs. 40 million was used for the purchase of the equipment but to date the equipment is not registered with NTSA Tims account as required by law.

The machine has never  functioned since 2016 to date.The firm won the deal courtesy of an in – law to the governor.

Shina Foundation – this foundation is owned by Nazi Kivutha the wife of Governor Kivutha.

It is contracted by the County Government of Makueni through the department of Gender to undertake family planning, youth empowerment and other activities on behalf of the government and is funded by the County Government for example in 30/06/2013, Nazi Kivutha received two cheques totaling to approximately shs. 4,000,000 from department of gender for girls sanitary towels and dinner at Panafric Hotel.The foundation activities  are not felt on ground despite the fact, another sh 2 million was later processed to facilitate operations.

. Kalamba Fruit plant – Funded from 2013 to a tune of shs. 1 billion. This is white elephant project that has no value for money and never benefited the people of Makueni. It has never produced anything for the market as it publicly purported to be. It is currently producing mineral water for unknown water company. No revenue has ever been declared from the plant and not accessible for media and public scrutiny.

Fear in Kisumu as night thugs regroup – Weekly Citizen

Police in Kisumu are trailing suspected thugs behind  a trail of bizarre robbery incidents that have left  residents of Nyamasaria Estate living in fear.

The gangsters on Friday night made away with assorted household items mainly electronics in a  simultaneous raid that also targeted the home of a senior county government officer.

The officer who did not wish to be named reportedly lost his TV and home theatre after the thugs disconnected electric fence and gained entry into his house through the window.

‘’After cutting the window they left with the window bar ostensibly on fear the police would rely on it for fingerprints’’, the shaken officer told Weekly Citizen.

Police have been blamed for laxity in pursuing the thugs even after recording statements from other victims.

However a suspect linked to the crime was escaped death narrowly after he was shot by an arrow.

The ugly incident is a clear pointer that thugs who spray their victims with chloroform at night to put them into a deep sleep could be regrouping to terrorize Kisumu dwellers.

Ford-K to discipline rebel MCAs harshly – Weekly Citizen

Ford-Kenya party has vowed to take action against its MCAs who were at the forefront of the impeachment motion of its leaders. The impeachment saw majority leader Florence Wekesa and majority chief whip Evelyn Mutyembu toppled. They were replaced by Joseph Nyongesa as the majority leader, Tongaren MCA Elizabeth Tindi as his deputy, Meshack Simiyu alias Museveni as the majority chief whip and Bungoma Township MCA Joseph Maguda as the deputy chief whip. However, Ford Kenya party secretary-general Eseli Simiyu says the impeachment is illegal as there was no wide consultation before the action was reached. Eseli stated that there was no Gazette Notice giving MCAs a go ahead to make any changes in the assembly dominated by FK leaders.

The Tongaren MP says he wrote to the assembly speaker Emmanuel Situma to stop the changes because the top organ wasn’t consulted. Eseli named the rebel MCAs Elizabeth Tindi (Tongaren), Joseph Nyongesa (majority leader), Joseph Kawa (Bokoli) and Meshack Museveni (majority chief whip) as those who were not paying a party subscription fee of Sh5,000 a month. He says that he has written to them to pay their subscription up to May or else the party top organs will meet to decide their future in the party. “We don’t need people who aren’t loyal to the party! We will need to reorganize ourselves. The removal of the former leaders can affect the party effectiveness in 2022 and there is no legality in their removal. Wekesa of Kimilili and Mutyembu from Sirisia, should not be undermined,” he said. Eseli says that the change of leadership needs to be done in house meetings. He says he has been intimidated and blackmailed and even tried to be bribed to give in to some burning issues affecting the party and the county government.

Queries as budget is tabled at Kirinyaga assembly – Weekly Citizen

The Kirinyaga county assembly has received the revised supplementary budget for the year 2020/2021 for consideration. The revised budget was tabled at the assembly by nominated MCA Lillian Wanjiku on behalf of the leader of majority Kamau Murango. Immediately, Tebere MCA Gudson Muchina said he will raise issues why the county executive brought a second supplementary budget yet a similar one had been brought and tabled 40 days ago.

Also tabled were the financial estimates for the 2020/2021 financial year which the MCAs will be debating on before passing or rejecting it. Budget committee chairman Peter Njomo said he was concerned that the ECD teachers had not been paid despite a supplementary budget being tabled and passed 40 days ago. A letter forwarding the 2020/2021 financial estimates from the executive was read by the speaker which was dated April 30, 2020.
